Where to start with jetting

I have an 03 Baja and I'm running a stock cdi, HMF slip on, and K&N filter in the airbox with the lid on. Been having issues lately, bike has a loss of power above quarter throttle, feels like it's starved for fuel, spark is good.

 Carb is leaking now and needs rebuilt so I figured now would be a good time to get the jetting right because I know it has stock jets. All riding is done below 3000 ft elevation.

Just looking for a good place to start.

Should I buy the Dyno jet kit or just buy 3 or 4 bigger mikuni jets?

If the carb is overflowing, that means that the float is set incorrectly and will throw the jetting off. You might be able to get it running right just by setting the float

agree with persom with starting with float height setting. I would also get a new needle valve and seat for the float while you have it taken apart.  Deposits from fuel will develop on the rubber tip of the valve and the brass seat over time causing it to not seal. This causes fuel to keep dumping into the bowl when the float is telling it to stop resulting in fuel leaking out the overflow port of the bowl. 

what you don't want to do is offset incorrect float height with jetting, so make sure float height is correct before experimenting with different jet sizing.
